Job Description

The Proposal Consultant II is responsible for developing, writing, and editing proposal responses of moderate to advanced complexity across self-insured, government, and managed care lines of business. This role supports both prospective and existing clients throughout the procurement lifecycle—from RFP release to award—by crafting compelling, client-specific responses that highlight the organization’s value proposition.

Proposal Management
• Analyze RFPs and RFIs to identify key requirements, risks, and response strategies.
• Lead internal communications for each proposal project:
• Host kickoff calls.
• Maintain project documentation in SharePoint.
• Coordinate with internal stakeholders to gather inputs.
• Utilize proposal databases and internal processes to research and draft responses.
• Write clear, persuasive, and tailored content that addresses client-specific needs and differentiates the organization.
Content Development & Review
• Conduct and participate in color team reviews to ensure quality and compliance.
• Collaborate with proposal managers and sales to incorporate edits and finalize responses.
• Coordinate with underwriting to integrate pricing and financial data into proposals.
• Create supporting materials such as:
• Implementation schedules
• Flowcharts
• Sample communications
• Report packages
Quality Assurance & Submission
• Proofread and perform quality checks to ensure accuracy and completeness.
• Ensure timely submission of proposals in the required format (Word, Excel, or third-party platforms).
• Work with production teams to prepare printed and electronic deliverables, ensuring compliance with RFP specifications.
Process Improvement & Knowledge Management
• Contribute to continuous improvement of proposal processes and tools.
• Submit new or updated content to the proposal database.
• Maintain accurate records in CRM and support analytics teams as needed.
Client & Team Support
• Provide proposal support to clients and business partners as needed while working directly with the sales department.
• Assist in onboarding and training new team members.
• Support internal processes post-award to facilitate contract preparation.


• Location & Schedule:
• Remote role
• Must work CST or PST hours (Mon–Fri, 8 AM–5 PM)
• Can live anywhere in the U.S.
10% quarterly bonus

Required Skills & Experience

• Bachelor’s degree (BS/BA) or equivalent combination of education and experience.
• Must have PBM (Pharmacy Benefit Management) experience writing proposals
• Experience with government, self-insured, commercial, or managed care proposals
• Minimum 5 years of relevant experience, including at least 2 years as a subject matter expert (SME) in applicable areas.
• Proven ability to analyze, interpret, and respond to complex RFPs and RFIs.
• Experience managing multiple, concurrent proposal projects with competing deadlines.
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, SharePoint).
• Familiarity with proposal automation software (preferred).
• Strong written and verbal communication skills.
• Ability to lead internal communications and collaborate with cross-functional teams including sales, underwriting, and SMEs.
• Demonstrated ability to manage internal and external client relationships with professionalism and responsiveness.
• Handle up to 6 proposals at a time
• Must be comfortable working on multiple proposals simultaneously
