A client in Huntsville, AL is looking for an Operations Research Systems Analyst (ORSA) to sit at Ft. Huachuca in Arizona. This person will possess in depth knowledge of DoD Information Technology (IT) and how to perform Operational Test and Evaluation (OT&E) of DoD IT/NSS systems and capabilities. This person will need to assist the government customer in the development of a Design of Experient (DoE) and Science Based Test Design (SBTD) approach and methodology for software intensive capabilities and systems support DoD strategic business and tactical warfighting missions using mathematical modeling, simulation, and statistical design techniques. The ORSA will assist in the planning phase of the System Under Test (SUT), an approach and methodology that will offer the tester with the required test result information so that key stakeholders can make correct fielding decisions. They will be responsible for creating a data collection approach that will be used during the OT&E to make sure that SUT data is planned and collected during events and activities and that data can be used amongst the various requirements needs. The ORSA will also review and comment on test team developed documentation including test strategies, data collection plans, operational test evaluation frameworks, test concept briefings, test plans and reports to ensure the documentation is adequate to support operational testing. The ORSA will review, decompose, and apply changes in DoD policies, instructions, and guidance to existing contract Operational Test documentation as necessary/required to ensure program OT&E currency with DoD test requirements. The ORSA will develop, update, and provide training in support of program workforce development efforts. The ORSA may be assigned research projects and develop white papers on a variety of topics including application of SBTD and DoE based on new or emerging technologies. The ORSA will require exceptional interpersonal written and verbal skills.
-Formulate and apply mathematical modeling, simulation, statistical design, and other optimizing methods using various software packages that will directly apply to the testing and evaluation of IT/NSS
-Acts as an expert in the application of Design of Experiment (DoE) Science Based Test Design (SBTD) to T&E disciplines in order to provide valuable tactical, operational, and strategic information to key program stakeholders, senior leaders and decision-makers of the SUT.
-Routinely meets with ORSAs support other commands and DoD-level policy management organizations including DOT&E and AFIT.
-The ORSA will be expected to incorporate various DoE SBTD techniques and other statistical and analytical methods into C5ISR, AIS, and IT/NSS Test and Evaluation Master Plans (TEMPs) and other various test-planning documents.
-The ORSA provides detailed analytical support based on SBTD results related to determining overall system operational effectiveness and suitability results.
-Identifies, develops, and analyzes technical, performance, and operational metrics to quantify the effectiveness of the SUT to support the operational objectives and expected results defined in test plans, including task and effects assessments.
-Assists test teams during the test execution and data analysis phases of OT&E by reviewing data collected for completeness and sufficiency.
-The ORSA uses various tools (Power BI, JMP, Advanced Excel Functions, etc.) to analyze the data and create effective graphics, charts, and tables that provide a precise summary of test results.
-Recommends and implements processes that support quantitative and qualitative analysis, as appropriate.
-Formulates mathematical and/or simulation models of test problems in support of T&E of IT/NSS systems, relating test constants and variables, restrictions, alternatives, constraints, assumptions, conflicting objectives, and numerical parameters.
-Integrates system T&E information from various sources for efficient multi-stage design, statistical modeling, and, as applicable, analyses including incorporation of applicable statistical confidence intervals and sample sizing into test methodologies.
-Analyzes discrepancies in T&E performance and makes recommendation for test conduct updates.
-The ORSA participates in meetings and training events as required to maintain currency with DoD and DOT&E policies and requirements as they apply to operational testing.
-The ORSA provides both verbal and written recommendations to the government customer related to test policies, guidance, processes, and techniques, as necessary.
-The ORSA updates the program OT&E Guidebook as required and develops training materials and conducts training related to OT&E test concepts, SBTD, and survey development as needed.
